Heifer China established a pattern of management and implementation combining and mobilizing Heifer China Office, Bureau of Animal Husbandry at all levels, local Poverty Alleviation Bureau, other local governmental agencies and agricultural universities/institutes to fully integrate all sources to achieve our target. Heifer China also developed an operation model with core funding from Heifer, matching funds from various channel, passing on the gifts by means of animal and money equivalent, and organizing farmers in the form of farm co-operatives and company + farm households. Heifer China pattern/model has been introduced and copied by local government and other rural development organizations in agricultural or livestock projects. Passing on the Gift has been widely applied in many non-Heifer projects.
Heifer China projects also enable local animal husbandry bureaus to get government projects from higher authorities. For example, our dairy cattle project in Xuanhan created a good pre-condition for a bigger dairy cattle program funded by the IFAD. Lezhi Meat Goat Project enabled the Bureau of Animal Husbandry to get a big government program with a budget of one million yuan of agricultural development fund from the Provincial Government and the Ministry of Agriculture. The practice of cooperation with all parties has been proved successful and recognized as of good adoption to Chinese characteristics and has created a win-win situation.
