Shouxian County is a country-designated county of poverty.  Net income per capita averages USD218 in recent three years for the whole county and there are still 350,000 people (27% of the whole county population) living with an income of less than USD112.  The project families will be selected from areas where net income per capita is lower than the average and relatively under-developed.

Shouxian County is located between Jiang Huai Hilly Zone and Huai Bei Plain Zone, which causes high risk of flood.  This geographical location provides opportunity of growing grass and also crop byproducts, such as straws, are abundant for goats.  Besides, raising a dozen of or a few more goats can be easily handled by small farming families due to small workloads.

Heifer will provide about 12 goats each to 100 recipient families within two communities, along with training and agriculture equipments and supplies, such as goat pen repair subsidy, grass feed, medicine and related medical instruments.
